ANALISIS SITUASI TUBERKULOSIS DI PROVINSI DKI JAKARTA DENGAN METODE ROOT CAUSE ANALYSIS (RCA)

Tuberculosis is remaining as an important health problem in Indonesia due to the highprevalence and the impact of the disease. The 2015 MDG‟s targeted for TB prevalence is 222
case for 100.000 inhabitants. In 2013, Jakarta has a number of pulmonary TB prevalent over
national average of 0.6, and it is the highest prevalent figure in Indonesia after West Java
(0.7) and Papua (0.6).
As one of the efforts to reduce the prevalence of TB in Jakarta, an in-depth study to find
effective and efficient prevention is needed. The Root Cause Analysis (RCA) is an important
method for effectively being the basis for corrective and preventive actions. Root Cause
Analysis is a method to find and correct the most basic causel for performance issues. This
RCA technique is an analytical technique that is gradual and focused to find the root cause of
a problem. This study is an observational study (survey) with cross-sectional study design that
is undertaken in 5 municipalities in DKI Jakarta from October 2014 through February 2015.
Based on the RCA method, it concluded that direct factors causing the high prevalence of
tuberculosis in Jakarta are: (1) Succes rate (SR) in 2013 is below the WHO target; (2) the
number of slums area is remain high; (3) high population density; (4) low sanitation level;
and (5) an increase in TB cases as co-morbidities (HIV, diabetes, MDR), and that the root of
the problem was the decreasing of NGO and government funding allocation and lack of
preventive aspects of TB program. Therefore the policy support among the decision maker of the TB control program both in local and province level, also the existence of cross-sectoral
cooperation with related organizations are needed to address the direct and indirect causes.
